The Waste-Free Area Program (WFA) is one of the Bandung City programs implemented to achieve the target of reducing and handling household waste and similar household waste. This study aims to develop the KBS program rubric to be able to assess the achievement of the area in carrying out the KBS program. The development of the assessment instrument consisted of the identification and classification stages as well as the determination of weights using the Analytical Hierarchy Process method. The preparation of the final project using the descriptive-quantitative method. The results showed that the components, indicators, sub-indicators and the weight of the assessment instrument consisted of: community participation (0.508); institutional (0.108); regulation (0.112); financing (0.189); operational technical (0.083); community role (0.831); operational and maintenance costs (0.589); waste retribution (0.411); application of regulations (0.445); socialization and education (0.641); community involvement (0.169); village regulations (0.343); supervision (0.359); KBS program regulations (0.212); Waste Bank program (0.811); waste collection schedule (0.685); community incentives (0.856); the functioning of waste facilities and infrastructure (0.189); frequency of waste collection (0.315); and waste container (0.144). The trial development of the instrument for assessing the achievement of the KBS program was carried out within the scope of the Community Association (RW) in the Neglasari and Kebon Pisang villages. The results of the assessment show that 8 RWs in Neglasari Village have a "very good" implementation status, while Kebon Pisang Village only has 7 RWs with a "very good" implementation status while 9 other RWs have a "bad" implementation status.
