<note>Pemerintah Kota Bandung mengeluarkan Keputusan Walikota Bandung untuk menetapkan kenaikkan
tarif sebesar Rp 1.000,00 untuk setiap trayek angkutan umum. Hal ini dilakukan sebagai dampak dari kenaikan
harga BBM tahun 2014.
Maksud dari penelitian ini adalah menghitung tarif angkutan umum berdasarkan metode Ability to Pay
dan Williingness to Pay untuk menilai SK Walikota. Tujuan dari penelitian ini adalah untuk menentukan
besaran tarif yang tepat untuk angkutan umum dengan trayek Cicaheum-Ciroyom di Kota Bandung. Metoda
yang digunakan dalam perhitungan biaya operasional kendaraan adalah metode Pacific Conslutants
International (PCI) berdasarkan biaya tetap dan biaya tidak tetap.
Berdasarkan hasil perhitungan BOK total, maka diperoleh besaran BOK sebesar Rp
151.798.018,00/tahun, pendapatan berdasarkan tarif WTP sebesar Rp 89.716.964,00/tahun, pendapatan
berdasarkan tarif operator sebesar Rp 245.687.939,00/tahun pendapatan berdasarkan tarif ATP sebesar Rp
304.121.038,00/tahun, pendapatan angkutan umum berdasarkan tarif resmi sebesar Rp 45.600.000,00/tahun.
Pendapatan angkutan umum berdasakan tarif resmi dan WTP tidak dapat menutupi biaya operasional
kendaraan, sedangkan pendapatan angkutan umum berdasarkan tarif operator dan pendapatan berdasarkan tarif
ATP dapat menutupi biaya operasional kendaraan. Gaji operator berdasarkan tarif operator sebesar Rp
2.537.080,00/bulan dan gaji operator berdasarkan tarif ATP sebesar 4.971.792,00/bulan. Tarif berdasarkan
keputusan operator merupakan tarif yang tepat untuk angkutan umum dengan trayek Cicaheum-Ciroyom di
Kota Bandung</note>
